Delayed
 
So Delta decides to remove over half of the flights baggage and put on a flight that comes in at 9:45 pm. So wait in Delta Baggage Service line for over 2 hrs to fill out paperwork, to have them delivered that evening. Only they don't deliver after 10 pm so has to be next day. Now over 12 hours still no bags. AND...no refund of baggage fees of $60. How do they get away with this!!!

Sounds like a weight and balance issue with the aircraft. To lighten the load the 1st item removed is luggage and is sent on the next flight to the
destination.

How is this a response to the OP's complaint? The weight balance issue while important does not address OP's complaint on not getting a refund for late baggage!
OP deserves getting the refund. OP - did you ask for a refund?

Delayed Baggage
 
I filled out a complaint form on delta.com as well as this site. I had a message today they would provide a $50 credit toward another flight. So either they are reading these posts or may have reacted to my complaint on their site. My true issue is a couple of things...this can't be the first time they had to do this. And why don't they have a better procedure in place to accommodate inconveniencing their passengers. Standing in line to complete lost baggage forms is unacceptable...They know where they are! Also, the rude and curt baggage claim representative...I would not want his job, always dealing with irate people, but to be told "NO", NO REFUND ON BAGGAGE...no questions, no smile, just NO...people were really upset. Perhaps he should find another job. I totally understand their weight and balance issues, that's not the point. It's all in how it's handled and what is fair. You're charged to get your bags to where you're going, and when they are not, there should not be a charge.
