Lost Bag and refusal to do anything

So the incompetence of British Airways and especially the staff in Mexico truly does astound me. I flew from London to Mexico City only to find my baggage missing. This is what follows:

- At the airport the staff spend over an hour trying to get rid of me before finally admitting that the bag was left in London.

- The British Airways staff in Mexico did not give me a reference number and did not imply I would need one. They said the baggage receipt was all I needed. I later find out that is incorrect.

- The staff in Mexico copy all my information wrong- from home address to email address. Therefore, my information was incorrect on the British Airways world tracer site. Especially when I specifically told them to copy it properly.

- The staff in Mexico flatly refused when I asked if they could deliver my bag to my place of residence. They said it is not British Airways policy to do this. I later find out that it is British Airways policy to courier the bag to the place of residence.

- The staff in Mexico give me an email address which is clearly not an official BA address. I later find out that all my emails have not been reaching the relevant people.

- The staff in Mexico give me a telephone number that no one ever picks up.

- The staff in Mexico then send me an email from this fake address saying the bag has been sent to Guatemala City (this was my final destination). They make me go there only for me to find out that it had not been sent and more recently to find out that it is still in Mexico City. So they clearly lied to me.

- The staff in London have refused to help.

Therefore, I am stuck for who to contact to find out where my bag is.
