Airlines usually will not cover damage done to handles, straps, wheels, zippers, or anything else that protrudes from the bag. They also usually do not cover tears along a seam. They also do not cover damage to items inside of the bag, especially fragile items, such as glass. The airlines recommend not to pack that kind of stuff, and since they don't have control over what you pack, in the first place, they do not cover it.
If the "metal" frame was bent, however, they probably would have covered that. However, you must file a damage claim with the airline, at baggage service, or the ticket counter, upon arriving, and discovering that your bag is damaged. If you leave the airport, at all, the airline will not cover the cost/repair/replacement, thereafter.
What most people fail to remember, is that the purpose of luggage, besides holding all of your stuff, it is to protect your stuff. The luggage is designed to take wear, and tear, so that the items inside, do not, unless you have fragile items inside, that aren't, at least, packeged properly. Airlines have to stack bags on top of bags inside of the aircraft bins, and inside of the carts, to trasport them from aircraft, to aircraft, and to baggage claim. Luggage is going to receive wear, and tear. Aside from complete destruction of the bag, airline do not cover wear, and tear.
