compassionate fare policy

Can anybody explain to me why Air Canada has a bereavement policy that excludes all passengers on flights originating from Canada/USA or flying to Canada/USA?

Doesn't this exclude just about all Air Canada passengers? What's the point of having a policy that nobody can use?
