You are absolutely correct and I'm sorry if the information I posted was mis-leading. If I had just
read down further in the COC I would have found this:

Refunds
Involuntary Refunds are provided when Spirit is unable or unwilling to accommodate the passenger.
In the event that Spirit is unable to provide a previously confirmed seat and is unable to reroute the passenger to their satisfaction via Spirit, Spirit will refund as indicated below:- If no portion of the ticket has been used, the refund will be equal to the fare paid by the passenger.
- If a portion of the ticket has been used the refund will be equal to the value of the unused portion.
- Customers involved in a Spirit Airlines initiated cancellation or schedule change in excess of 2 hours will have three (3) options available to them, re-accommodation, future flight credit, or a refund.
