AirTran is contracted in Seattle, but I don't remember who the contractor is. Frontier sounds right, if it hasn't changed.
One note, when you said that they didn't even try to call for hotels in Baltimore, they don't need to every time someone walks up. The fact that he knew that there were Southwest cancelations indicates they had tried every hotel they could. It wouldn't take too long for them to start asking what on earth is going on, and to find out from the hotels who's booking this.
Part of the problem is flying from Seattle to Baltimore is a solid 5 hour flight. A lot can change in that time frame. The problem here is not why Baltimore didn't take care of things, it's why didn't Seattle take care of things. They should have booked you on the next flight, even if they added that flight to your reservation after you left, in the interest of time.
