and i agree that they should be able to have better knowledge of the language if there is a large amount of english speaking people, and know the concepts of how to provide the service that is deemed acceptable
but i also know from a friend who's brother in law works at a airport in a non-english speaking country that the manager hires his/her friends even if their english may or may not be good, but i dont know that as a fact
