Delta really are one of the worst customer service airlines, and the pressure they put on their front line staff to raise revenue, means their staff need to double charge a customer and force them to fight to get their money back, for fear of their job. This explains why their staff behave the way they do.

DOT, AG, Small Claims are all the weapons you have. Mix in some bad publicity and a refusal to ever fly with them again is the only choice you have.
