I'm sorry but this has fabrication or ignorance of the process written all over it.
Having detailed knowledge of the UNMR process, this doesn't happen to a passenger 14 years or younger. If the parent decides to let their 15 year old travel alone, which is permitted on Delta, then the 15 year old passenger is considered competent to undertake this task. If the passenger is not mature enough to handle unexpected delays, then it is incumbent on the parent to realize that and choose to pay for the UNMR process and protection is provided by Delta. Unfortunately most decide to be frugal instead of proactive. This is the consequence of that decision.
