When powers are abused, they have to be curtailed. This is why we have curtailed police rights and miranda warnings are given for example. I have no doubt that there are many examples of FA's giving the federal warnings appropriately. However, there are far to many examples of FA's abusing their powers, having children removed from an aircraft for waving and saying "bye bye plane" during the safety announcement, or a passenger threatened with arrest for asking for an orange juice. If people are given powers, and have either insufficient training or intelligence to use them appropriately, then they have to be curtailed. It is well past due to curtail the powers of flight attendants, because far too many of them abuse it. It is that simple. I can see no reason why another FA cannot communicate with the Captain. If the passenger is so out of control they have to be restrained, giving them a card is not going to make one jot of difference.
