You are pretty consistent in giving duff advice, and clearly this habit is continuing. US carriers when on domestic routes are able to set out T&Cs which can exclude electronic items (although the legality IOC these terms are questionable and the DOT has in the past taken enforcement action against Spirit for thus very thing). However, this flight was from China. Items of lost luggage are covered by the Montreal Convention and it is not permitted to exclude any item, regardless of what United put in their T&Cs. I suggest he writes to United claiming hs rights under the Montreal Convention, and don't take the word of the employee at United who rejected his claim. many are too stupid to know the law... Aren't they Gromit?
