Default "International rules" from/to Puerto Rico
I believe some airlines impose "international" check-in and boarding gate arrival times on flights from/to Puerto Rico--even though the flight is from/to the mainland USA. So 30 minutes, as the deadline for arrival at the boarding gate, DOES sound correct.
