You have no legitimate complaint with either airline. It's not their fault that CheapoAir displayed flights for two airlines who have no ticketing/baggage agreement with each other. The fact that Frontier offered to refund your ticket was generous on their part. You need to get reimbursed from CheapoAir. They need to adjust their search system to avoid putting airlines together who do not cooperate with each other.
