Flex Award
With AIR FRANCE, KLM and our participating carriers, you can reserve a round-trip award ticket* on the flight of your choice, even if no award seats are available. The Flex Award lets you book an award seat for 200% of the Miles usually required for a Classic Award in the same cabin class.
The Flex Award can also be used for one-way tickets on AIR FRANCE and KLM flights
* Reservations for award tickets can be made based on the availability of seats on the chosen flight.
Only Flying Blue Elite members can use Flex Awards to fly in First Class or Business Class.
Flex Awards do not apply to upgrade and Round-the-World awards, or to award tickets reserved on franchised or code-share flights.
Flex Award tickets can be exchanged or re-credited free of charge.

It seems pretty straightforward to me. If you pony up twice as many miles for a flex award there is no fee to either change or cancel. Period. The OP should not have been charged and should dispute the change fee with his credit card issuer.
