A. EVERY airline states clearly on their contract of carriage that they are not responsible for valuables in checked luggage. Check luggage goes through too many hands that don't belong to the airline.
B. Locks are NOT forbidden. You can buy TSA locks at any store that sells travel accessories. These are locks that you se the combination on, but TSA has a master key. Anything gets taken, you can then point the finger at TSA.
