I suspect they are so unsupported by management, and so under-resourced, it is the only thing they can do to cope. Until this industry is re-regulated, this will not change.
I think you hit the nail on the heat, jimworcs. The problem isn't bad employees as much as poor management, although the lack of good management results in a substandard workforce.
