Where does it say they were being transferred to another airline? Spirit flies to armenia, Colombia...
Incidently, I looked at the baggage charges page at Spirit....no mention of separate charges per sector, just a charge each way. Therefore, if it was Spirit all the way from DC to Colombia..I can see nothing wrong with what they were asking for. Plus, the "poor sap" is employed specifically to resolve customer problems. Without the problems, the poor sap would be even poorer.... He'd be unemployed.
