To me there's two parts to this.. The merchant, in this case the airline employee, has the first and primary responsibility to insure that only the correct charges are being sent thru..
but I also think that as the consumer you to have a role here.. and that's to use reasonable efforts to double check..
however, I do think that ball starts with the merchant and they've got to be sure that only the correct charges are being applied.
