I would notify your bank immediately that you challenge Delta's right to levy this charge. If Delta advised you only of a $250 charge, then they were not authorised to take any more funds out. If however, they said there was a $250 charge, plus fare difference, then they were authorised. It is never advisable to travel with US based airlines for long haul international travel. They operate complex local monopolies in the US and as a result have lost touch with any sense of customer service. Delta is one of the worst offenders and is widely loathed. I would always travel with a non US based carrier when travelling.

Delta are however, entitled to ensure that you are not going to be refused entry, as many countries levy a charge or fine on the airline if you are refused entry. They had the option of telling you they would not accept the booking and refund your money if you did not have a valid visa that covered the entire stay. However, they are not allowed to arbitrarily amend your booking, and charge you for the priviledge.
