If the facts are related here are true, this ticket is refundable. You should write to the DOT and your local State Attorney Generals office. The airline cannot sell you a service and then, when the service is not longer available, state that the ticket is non-refundable. You were advised that this service was available at the time of booking right?

One question, why didn't you pay for the Unaccompanied Minor assistance programme at the time you bought the ticket. This would have "locked in" your entitlement to this ticket.

However, I think you should have a full refund under these circumstances and anything less is unacceptable.
