I realize you're not a fan of airline frequent flyer schemes however United's re-deposit fee is clearly stated prior to finalizing the "purchase" of the ticket on their website. Although not a big fan of most airline fees myself, in this case the reason for the fee is that from the time tomo ticketed the award travel until the time the ticket was cancelled the award seat was no longer available to others who may have been searching for award availability on those flights. If it were not for the fee seats would be held by award redemption months in advance as speculative and then as the time for travel drew near either cancellled or chnaged to other dates/times when the person's travel plans become more definite.
