This is outrageous and illogical. Are they suggesting that if you had accompanied the children it would have been ok, but because you were not accompanying them it was not? If so, what was the objection if you were at the airport and authorised them to leave? It seems that it was impossible for you to meet their requirements for your wife and children to travel, because they didn't know what those requirements were themselves. I would file suit in small claims court....it is muddled and ridiculous.
