Default Ethiopian Airlines

I have travelled in Ethiopian Airlines on 26th December 2013. I had 5 checked -in Baggage. I was travelling from Addis Ababa to Khartoum. on the date of arrival I have not received any baggage. After week (7days) they had they could give 3 bags. and after 21 days they could locate one bag. And still now one bag is still missing.
coming to compensation, they are offering meagre USD220 that also in local currency. I am not local resident and I refused to accept compensation in local currency.
After that Ethiopian Airlines is stopped responding to my mails
is there anyway I put complaints in a higher forum
please help
