Don't blame Delta. Almost EVERY airline will do exactly the same thing.
Remember, you bought the cheapest NON Refundable, NON changeable ticket, you then declined the flight insurance when it was offered and NOW that you want to change the flight you can't understand why they won't let you change it. There was a warning on the reservation telling you that you couldn't change the ticket without paying a fee. So what is special that would make Delta change their rules rules just for you.
