It is a federal aviation regulation that REQUIRES seat belts to be worn during taxi, take off, landing, and any time the seat belt sign is illuminated during flight. The flight attendants are REQUIRED to inform the pilots if anybody gets up during taxi, and pilots are REQUIRED to stop the aircraft until everyone is in their seats and belted in. Has NOTHING to do with race.
