One of the usual terms and conditions of most discount tickets is that they are non-transferable. (Along with non-refundable). And you are correct, the credit is issued to the ticketholder.

Many carriers will waiver their transfer policy if the consumer provides them with a "valid" reason and does so in a polite and curteous manner.

Also, when carrier personnel get into an argument with a passenger regarding transfering the name of the ticket, the carrier usually pulls out the : "we can't do it because it is against FAA regulations." This is totally false. There are no DOT or FAA regulations that prohibit carriers to change the name on tickets.
