Once a wheelchair is requested, it should be present at each airport that the passenger is flying through when the flight arrives. However, the passenger still needs to take some initiative to indicate that they are the person for whom the wheelchair was called for. Based solely on your description, I can not determine if the United is or is not in violatin of the Air Carrier Access Act.
