The ADA does not cover the airlines. The Airlines version is the Air Carrier Access Act (ACAA).

And the ACAA does not cover police dogs or search and rescue dogs or military dogs.

The only service animals that are covered under the ACAA are animals that provide some sort of assistance to a passenger with a disability.
