Except in some unique situations, Service Animals do not have to be in their carriers during the flight. So yes, it is
possible for a service animal to "defecate all over". However, an animal that is doing its business all over the place, is not a service animal since they are trained to behave and control themselves more than your traditional, run of the mill, pet.
