I am sure the lines were long because of people arguing with the ticket counter agents (who remember...don't make the rules) about their overweight and oversized bags. I see it every day. It is possible that a bag can be oversized one trip and not oversized the next trip. It depends how much is stuffed into it. You can buy a bag that is the correct size, have your laminated card with the dimensions on it, but if you unzip the expanders and stuff all of the pockets to capacity, that bag can be oversized. You are more than welcome to bring your tape measure, in fact I encourage it. If you do not believe the accuracy of the scale, I will gladly call on the airport authority (who is in charge of calibrating the scales, not the airlines) to bring their weights to prove to you that the scale is accurate.
If you have a problem with the rules, that is another issue, go to the airline itself. (but guess what...the fee's are here to stay)
Don't take it out on the ticket agent who is just trying to do their job.
