It's entirely possible that a "code red" was in effect if the storm was as bad as you purport it to be. "Code red" is declared usually whenever there is a lightning strike detected by radar within a five mile radius of the airport complex. When in effect, Employees on the ramp are instructed to immediately stop what they are doing and seek safety indoors. Although baggage carts are equipped with tarps to protect Customers' luggage from the elements, if a "code red" was implemented suddenly, the bags might have been left uncovered until it was again safe to return to the ramp. Nonetheless, it's unfortunate your bag and its contents were soaked.
