I don't see any contradiction at all. If the parents want to guarantee that all three will sit together, ie occupy all three seats in a row, then they should fork over the fee to choose those seats in advance. If they don't wish to pay the fee then there is a possibility that one of them may have to sit separately if they don't make it to the airport in a timely manner to try to secure that seating arrangement for free.
