At the airport where I work, the scales are callibrated by the airport authority about every 3 months. That is not to say that a scale can't be wrong. A heavy item placed on the scale the wrong way can throw it out of wack, (not very often) but the agent or the airline will not likely be aware of the problem. I had a passenger who was insisting that our scale was incorrect and he was not going to pay for his overweight bag. I offered to call the airport authority to come prove that the scale was or was not correct. Of course, not wanting to look like an idiot, he said he was not going to wait for them (his flight was not for a couple of hours), so he paid for the bag and took my name and was going to file a complaint. Haven't heard a word. So many passengers are just blowing smoke because they think that is they take our name and say they are going to write a letter, that we will get "scared" and let it go....it is psychological BS and it does not work. I welcome any letter. I will probably be comended for doing my job.
