Not to play "devil's advocate" here

but couldn't an airline baggage employee obtain the tool that unlocks those TSA locks? I'm sure it wouldn't be too difficult. I also doubt that the mere presence of a TSA lock would totally absolve an airline employee from suspicion in a court of law.
