Whe3n you get a chance you should e-mail or write Continental with the date and flight number. FAA regulations require that the dog be in the kennel at all times. It sounds like the crew didn't do anything about it. Unless it was an "emotional assistance dog" in which case it would be allowed out of a carrier but not to roam free around the plane.
