Our Uk issued boarding passes were invalid so we had to board last and were aggressively forced to check our carry on bags at the gate in Newark for a flight to Jackson via chicago. The connection was tight they said the bags were checked through.

These bags did not appear.

The hand written check in slip said to Jason not Jackson and the flight number was for San Francisco.

Is this a scam? Will we ever see these bags again? Do we need to raise this as a police?

I hope you have registered a compliant with United baggage claim at the airport for the missing luggage (using the hand-written check-in slip). Gate checked bags are typically treated similar to regular check-in luggage and if lost, UA needs to compensate you.

In the not-to-distant past, I had a similar experience. However, unlike the hand-written slip given to you, I was given the lower stub of the tag attached to my bag at the gate. At my destination, I couldnt find my luggage. Apparently someone came there before I did and picked up my bag (UA confirmed that the bag was rolling on the carousel twice). I filed a complaint - had to send all documents, receipts, etc. by post - and after about 40 days received my claim.

Bags arrived everything present and correct - it feels like Xmas!

Would say though Newark staff were awful and it has been a stress sorting the whole thing out. If they had labelled bags right in the first place this would not have happened. They did not have to be so rude either.
