Actually, theyhave. Well, sort of:

Virgin America offers a fully refundable Main Cabin fare. This may be purchased by calling Virgin America Reservations at 1.877.FLY.VIRGIN (359.8474).

So in order to get a completely refundable fare one has to call their reservations number which will incur an additional charge on top of the higher refundable fare. There's no fee to cancel however you don't get the initial telephone booking fee refunded.
