Default luggage

I would like to see all airlines pass a law or rule that states if you DO NOT have carry on luggage to store in the overhead you will get ON first & OFF first. Nothing is more annoying than have to stand in the aisle while people cram their oversized suitcases in the overhead & then last minute, decide they just have to retrieve the book they left in the case or when trying to get off the plane after sitting for 5+ hours the same people try to uncram their oversized cases thus causing a longer waiting time to get off. No bags, get off first; carry ons...wait. I complain because I travel with a handicapped father with a cane who almost always has to wait FOREVER it seems to get off the plane while 100 people in front of him struggle for what seems forever to untangle their crammed suitcases from the overhead. I know it's a small complaint...but thanks...I do feel better now for verbalizing it.
