Unhappy Spanair lost luggage delivered 4 days late

Spanair lost 2 pieces of our checked luggage on June 30 2011 flight
JK220 Barcelona-Tel Aviv, one luggage each for me and my wife. I submitted a claim at the Tel Aviv airport and Spanair
delivered the luggage on July 3 (4 days late). As a tourist in israel
I had no cloths and personal items and I had to purchase these in Tel
Aviv, and because of this Spanair rules obligated them to refund 50 euro each
for each luggage for refund of these expenses for a total of 100 euro.
Spanair received my mailed original receipts for these purchases on July
29 2011 as they requetsed (according to US post office tracking) and they acknowledged receiving these and promised to pay within 8 weeks. We
are in mid January! My repeated calls to Spanair in Spain (international long distance) did not help so far including my travel agents calls - they have no office or business in the US. I demanded promptly refund but this
did not lead to this payment yet and I believe they have no intention paying. Any advise?
