So if Delta charged you or anyone else the $15 first bag fee and your ticket was purchased before Nov. 6 you should contact them for a refund.
As far as the fuel surcharge goes, when you booked the ticket you agreed to pay it. At that point you entered into a contract (see contact of carriage) whereby you agrred to pay the price you paid, including all taxes, fees and surcharges, to transport you from "point A to point B" and back again in the case of a round-trip ticket. Delta is under no obligation to refund that to you. If the fuel surcharge had increased from the time you booked to the time you traveled would you be expected to pay Delta the difference? You'd really have an issue to compain about then!
