Default Delta Airlines' atrocious customer service

I purchased tickets from Delta Airlines to fly from Roatan, Honduras to Toronto, Ontario, with a connection in Atlanta. I live with my husband on our boat in Honduras and travel several times a year back to Canada. We renew our cruising permit every 90 days, as required by Honduran law.
When I checked in at Pearson Airport in Toronto, the check-in attendant denied me permission to fly to Atlanta and then Honduras because I had no return ticket to Canada. I have made this trip many times a year for many years with no trouble. Delta flew me to Roatan on Feb 5, 2013 with no such restriction.
The attendant insisted I buy a return ticket to Canada. She had never heard of the cruising permit and insisted that the only proof that I would not be denied entry into Honduras was Honduran residency.
It was critical that I return on time because I was scheduled to photograph a wedding in Roatan the following day. So, I quickly purchased the return ticket as she insisted I do, at an additional cost of over $600.00.
When I presented the confirmation number for this return flight to Canada, she still denied me permission to fly, insisting that the only proof of a return ticket was the actual ticket number. Upon contacting the company that sold me this ticket, I was informed that it could take up to six hours to receive this information.
A manager was called and he guaranteed me that I would not miss my flight while waiting for this ticket number. He promised that I would be expedited and would definitely catch my flight.
Another manager was called. This person was aware of the validity of a cruising permit and gave me a name and number to fax it to. By this time I had missed my flight but asked for confirmation that this document would satisfy the clerk upon check in the following week.
Delta could not fly me until a full week later. The check-in attendant was unsympathetic to the ordeal that she caused me and walked away to take a coffee break, leaving me standing at the counter in tears.
Delta did have a flight to Atlanta the following day. I asked to be rescheduled on that and offered to get to Roatan on another airline, at my own cost. She insisted that she could not do this, but could only reschedule me on a flight all the way to my final destination, which meant a delay of a week to return.
It has been three days and I still have not received confirmation that the cruising permit that I was asked to fax was received. I filled out an online complaint form yesterday and have still not received a reply from Delta.
We have many friends who reside part time in Honduras and they were all shocked that Delta treated me in the is outrageous manner. I am upset that the same airline flew me on this exact same flight on Feb 5, 2013 and did not apply this restriction. There is no mention of this obscure restriction in any of the 76 page rules and regulations Delta information. Nor, is there any mention of this on the Canadian website about entry requirements into Honduras.
I am shocked and upset about the way I was treated. I returned to Canada to attend a funeral. This was not a pleasure trip. It was upsetting enough and Delta’s atrocious treatment made it much more upsetting.

This is outrageous. Get a response from Delta that your cruising permit is acceptable and then sue them in small claims court for your costs. Your case will be strengthened by the fact that Delta admit they had knowledge that the cruising permit is acceptable to the Honduran immigration authorities. Delta are a nightmare and very arrogant when they mess up... you absolutely should pursue them in small claims. You will win.

There are so many problem that Delta Airlines facing. Even with airline charges and baggage fees. People are hating them.
