Default Air Algerie

I travelled with Air Algerie from Algeria to Alicante. Flight AH2004 on 18/3/2014. This was the last flight to my destination Alicante. Therefore Air Algerie are responsible for the loss of my suitcase. Which is still lost and registered with Iberia Handling (PIR) Air Algerie in Alicante Airport are refusing to give me an official letter stating that my case is lost and I have not claimed any compensation from them.
I have written to numerous email addresses to the airline with no response. I had an appointment at Alicante Airport with the boss of Air Algerie who was rude and refused to give me this confirmation of the lost suitcase.
My insurance company are refusing to compensate me until I send them this letter. This is causing great distress, and I cannot understand why Air Algerie will not give me this letter.
Has anyone else had this problem or can recommend my next step, or what to do?
